Critical incidents at Surrey hospitals – what it means now

Several Surrey hospital trusts declared critical incidents in mid January after a surge in flu, norovirus and A&E demand. Those incidents have now been stepped down, but services remain under heavy pressure, so patients are being asked to choose services carefully.

  • Trusts affected included Royal Surrey, Epsom & St Helier, Surrey and Sussex Healthcare, and Ashford & St Peter’s.

  • Hospitals reported very high bed occupancy, long waits in emergency departments and difficulty discharging patients.

  • Residents are being encouraged to use NHS 111, pharmacies and urgent treatment centres where appropriate, to keep A&E for life-threatening emergencies.

  • Planned care may still face delays while teams work through peak winter demand.

Biggest overhaul of England’s water industry in a generation

The government has set out a White Paper for what it calls the biggest overhaul of the water industry in a generation. It proposes a tougher single regulator and stronger rules on investment, dividends and pollution across companies including Thames, SES and Southern Water, which all serve parts of Surrey.

  • Economic and environmental oversight would be merged into one new body with stronger enforcement powers.

  • A new independent Chief Engineer for water would oversee long-term resilience of pipes, reservoirs and treatment works.

  • Regulators would gain clearer tools to link executive bonuses and shareholder payouts to environmental performance.

  • More real-time monitoring of sewage discharges and burst mains is promised, although changes will roll in over several years.

30 hours funded childcare now fully in place for 9-month-olds

The 30 hours funded childcare offer for eligible working parents of children from 9 months is due to be fully in place across England by September 2025. By early 2026 this support should be live, and new rules on invoices are tightening how nurseries show funded versus paid-for hours.

  • Eligible parents can now receive up to 30 hours a week of funded childcare in term time from the term after their child turns 9 months.

  • By January 2026 providers must clearly show on invoices which hours are government-funded and which are paid extras.

  • This is designed to help parents spot top-up charges and compare options more easily.

  • Local capacity still varies, so some families may find waiting lists or limited flexibility, especially for babies.

Surrey County Council publishes ā€œchallengingā€ draft 2026/27 budget

Surrey County Council has published its draft balanced budget for 2026/27, describing it as ā€œchallengingā€ in the face of rising demand for social care, roads maintenance and climate commitments. The papers are now going through Cabinet and full Council for February approval.

  • The draft sets out how SCC plans to balance day-to-day spending with savings and proposed council tax changes.

  • Priority areas include adult social care, children’s services, highways, and climate and environment projects.

  • The budget papers also signal where capital investment, such as buildings and infrastructure, may be focused.

  • Residents will see final decisions confirmed once full Council signs off the plan next month.
